Accordingly, Chairman of the Provincial People's Committee requested the heads of branches and levels to focus on implementing more drastically and more effectively the following measures:

- Continue to strictly, effectively, firmly and strictly implement the distancing according to the principle of people isolating from people, families isolating from families, resolutely request people "wherever you are, stay there" to thoroughly implement the distance and isolation according to regulations.

- Mobilize the participation of the whole political system, especially the political system at grassroots level; at the same time, call on all people to share and sympathize with the difficulties and complications in epidemic prevention and control, actively respond to and participate in epidemic prevention and control for their own health, community and development of the country; continue to mobilize all legal resources of the society for epidemic prevention and control.

- Enhance and promote the role of inspection and supervision of the grassroots political system in the implementation of epidemic prevention and control measures, especially in each residential group and residential area, etc. Motivate and reward promptly organizations and individuals do well and replicate good and effective models and ways in epidemic prevention and control. Remind, criticize, review and strictly handle violations according to the regulations.

- Be proactive, drastic and strong in organizing the implementation of epidemic prevention and control solutions according to the competence, ensure the fastest and most effective requirements. Timely grasp and remove arising difficulties and obstacles to ensure life stability, security and safety for people, and ensure conditions for epidemic prevention and control to maintain production and business activities in the province; promptly report to competent authorities for consideration and decision in case of exceeding the competence.

* Assign Director of Department of Health to well perform the following contents:

- Immediately and quickly deploy testing in blocked, very high-risk, high-risk, people at high risk of infection, cases of cough and fever in the community to promptly detect and classify, place COVID-19 (F0) cases in appropriate collection, treatment or treatment facilities; well organize the coordination, sampling and return of test results in the fastest and most convenient way.

- Prepare the highest possible plans for treatment, ensure adequate oxygen, ventilators, emergency beds and other necessary conditions as soon as possible; complete and put into use the fastest collection and treatment facilities according to the multi-storey tower model of Ministry of Health; well organize the management and coordination of resources to promptly receive and treat people infected with COVID-19 in order to reduce the rate of more severe developments at all levels, especially pay special attention to distinguishing those with asymptomatic infection with symptomatic people (patients) in order to organize appropriate management, monitoring and medical assistance, reduce the proportion of asymptomatic people who develop symptoms; take the initiative in human resources, facilities and medical equipment, including mobilizing health resources from the branches and the private sectors.

- Speed up vaccination; organize many fixed and mobile injection places, create favorable conditions and ensure safety and effectiveness for people being injected; immediate inject for medical forces, frontline workers, the elderly, people with underlying medical conditions and the order of priority according to the guidance of Ministry of Health. Prepare a full system of vaccine storage warehouses.

Based on the actual situation of the province, advise and propose Chairman of the Provincial People's Committee to decide on the subjects that are prioritized for vaccination in accordance with and meet the requirements of COVID-19 epidemic prevention and control in the province.

- Ensure to meet the needs of medical care and health for the people at all times and places when necessary.

- Continue to strengthen the Steering Board for COVID-19 epidemic prevention and control at all levels; research and propose the establishment of a command center for COVID-19 epidemic prevention and control in the province under the direction of the Prime Minister.

* Director of Department of Industry and Trade: ensure circulation and supply of food and essential necessities. Based on the actual situation of the province to advise and propose the Provincial People's Committee to use resources, including the local budget, to provide free food, the most essential food for people in difficulty, make sure that no one is deprived of food or clothing./.
